Andrew contacted a long serving Secretary to the Legislative Council (Graeme Cooksley - now retired) regarding the term "Prime Minister" used in the above document.

Graeme stated that "the term Prime Minister of NSW was dropped gradually from 1890 to 1901 [Federation] when Premier became the usual term for the leader of the lower house [Legislative Assembly] in Macquarie Street."

He says that Fuller signing as 'Prime Minister', and its being printed along with Premier's Department is an anachronism which he cannot explain but does not find too remarkable. He says that John Fuller, long time upper house member now in his 80s is probably the grandson of this George Fuller who signed Harry's certificate of credentials.
